Are you ready for the new procurement rules?

An overview of new regulations on Net Zero and Social Value that are required by public sector clients.


Social Value (PPN 06/20) | Taking account of social value in the award of central government contracts


The focus of PPN 06/20 is delivering social value through project delivery and building a resilient and diverse supply chain across your portfolio of projects. Your team will need to monitor and evidence the impact you are delivering through your supply chain. Metrics around innovation, research and development (R&D), diversity (the percentage of women in senior roles), and company size (start-up, SME, etc.) will all be needed.


Prompt payment (PPN 07/20) | Taking account of a bidder's approach to payment in the procurement of major government contracts


Public procurement will now take account of your approach to paying your suppliers. You’ll need to monitor and evidence prompt payment to suppliers and a reliable supply chain to win work.


National Procurement Policy Statement (PPN 05/21)


The National Procurement Policy Statement sets out the strategic priorities for public procurement and how contracting authorities can support their delivery. All contracting authorities should consider whether they have the right policies and processes in place to manage the key stages of commercial delivery identified in this statement, where they are relevant to their procurement portfolio.


Net Zero (PPN 06/21) | Taking account of Carbon Reduction Plans in the procurement of major government contracts


From 30th September 2021, public procurement will require bidders to have a Carbon Reduction Plan to support the UK's goal of reaching Net Zero by 2050. Bidders will have to evidence their commitment to reducing their CO2 emissions (MtCOâ‚‚e) and to more sustainable practices which prioritise renewable energy.
